The training should be for supervisors, fire, EMS, and police dispatch on top of OEM personnel as for how my police department operates. When doing the actual scenarios I would split the room evenly into 3 teams for each part of the situation and rotate the teams to see how each area works when the 3 different scenarios are occurring.
