The National Standard for Active Shooter Incident Management

For more than 20 years, NCIER® has provided training and tools for integrated active shooter response. Our goal is to improve coordination between agencies to neutralize threats quickly, provide rapid care and save more lives during critical incidents.

Practice. Hotwash. Repeat.

Integration Problem

Law enforcement, fire departments, and EMS often struggle to coordinate their efforts seamlessly. To save lives, all disciplines must integrate, train, and work together before a crisis.

Clock Problem

Time kills. The order in which responders do things has a direct impact on how long it takes to neutralize the threat and rescue the injured. The clock never stops ticking.

National Standard

Endorsed by the NTOA as the national standard, the NIMS compliant Active Shooter Incident Management Checklist addresses integration and the clock.

Practice. Hotwash. Repeat.

NCIER delivers the only NTOA-endorsed national standard for managing active shooter events. Our training uniquely focuses on the 'Clock Problem' - optimizing response sequencing to save maximum lives. Unlike tactical-only courses, we integrate law enforcement, fire, EMS, dispatch, and emergency management from the start. With over 20,000 responders trained since 2014, we use proven methodologies including 10 hands-on scenarios, 3D simulation systems, and our national standard ASIM Checklist™ that ensures nothing is missed during critical incidents. Our "Practice. Hotwash. Repeat." approach builds muscle memory through realistic, multi-agency exercises.
Yes. While the ASIM Checklist provides the proven national standard framework, NCIER specializes in customizing delivery to your specific needs. We consider your agency's size, available resources, local risks, existing protocols, and mutual aid agreements. Our instructors can work with your leadership to identify gaps, adapt scenarios to your facilities (schools, malls, venues), and integrate ASIM with your current SOPs. We provide ongoing implementation support including policy templates, multi-agency MOUs, and follow-up technical assistance to ensure sustainable adoption across all responding agencies.
NCIER instructors are ASIM Master Instructors certified by C3 Pathways, with extensive real-world experience. Our instructors include active duty and retired police chiefs, fire chiefs, SWAT commanders, and EMS directors with 20+ years of field experience in actual critical incidents. NCIER Instructors are also certified by FEMA's National Training and Education Division (NTED). All instructors maintain current knowledge through regular training updates and after-action reviews from actual events. Their "no-fault, no-embarrassment" teaching style creates a safe learning environment for all ranks and disciplines.
Yes. NCIER training is specifically designed to qualify for multiple funding sources. Federal grants include COPS, AFG (Assistance to Firefighters), SHSP (State Homeland Security Program), UASI (Urban Area Security Initiative), and EMPG (Emergency Management Performance Grant). Our training meets core requirements: NIMS compliant, HSEEP compliant, addresses national preparedness priorities, and supports the National Preparedness Goal. We can provide grant support including: detailed course descriptions, instructor qualifications, past performance references, budget justifications, and letters of support. Many agencies combine multiple funding streams or use state/local funds. Our team can review your grant applications and suggest specific language that has proven successful in securing funding.
ASIM training is designed for all emergency responders who may respond to active shooter events. This includes patrol officers, detectives, SWAT, fire companies, EMS crews, emergency managers, 911 dispatchers, hospital emergency departments, and school administrators. We strongly recommend multi-agency attendance to build relationships and common operating procedures before an incident occurs. The ASIM QuickStart is perfect for all personnel, while Advanced courses focus on command-level decision making and the Train-the-Trainer programs create sustainable internal training capacity.
ASIM training is delivered through hands-on, scenario-based exercises at your location or designated training centers. We offer courses ranging from the FREE 1-hour online ASIM QuickStart to comprehensive 3-day Advanced courses using virtual reality simulators. All training emphasizes practical application through our Practice. Hotwash. Repeat. methodology.
Implementation follows a phased approach tailored to your readiness level. Phase 1 (1-3 months): Key personnel complete ASIM training, begin policy review, and conduct initial tabletop exercises. Phase 2 (3-6 months): Train-the-trainer delivery, agency-wide rollout, functional exercises, and multi-agency coordination meetings. Phase 3 (6-12 months): Full integration including advanced training, full-scale exercises, mutual aid agreements, and hospital coordination. Success factors include leadership buy-in, dedicated training time, and multi-agency participation. NCIER provides milestone checklists, implementation guides, and ongoing technical support throughout the process. Many agencies see immediate improvements after initial training while building toward comprehensive capability.
