Provide basic guideline for use of props and allow the participants in the room to coordinate efforts and communication. Too much instruction and divided attention without communication lines in scrnario.

Effective communication tactics and resource allocation amongst separate entities and mutual aid companies… knowing what resources can provide what functions.

I think the allotted time was too short. 6-8 hours would have been better.
