NCIER®

Active Shooter Incident Management Advanced (PER-353), also known as ASIM Advanced, is owned by C3 Pathways, Inc. and delivered by the National Center for Integrated Emergency Response (NCIER®), the Services Division of C3 Pathways. A small number of national training catalogs list this course, so agencies can access it under DHS/FEMA and related programs. Certified NCIER instructors teach every delivery, using the original ASIM methodology and the readiness benchmarks from the broader ASIM Readiness system.

The organizations listed below list ASIM Advanced in their own catalogs, under their own course titles and program structures. The course content, the ASIM Checklist™, and the NCIER instructor team are the same in every case.

How PER-353 deliveries are funded

DHS/FEMA funds PER-353 deliveries along two separate paths. Through the National Domestic Preparedness Consortium, DHS/FEMA funds the Texas Engineering Extension Service under cooperative agreement EMW-2023-CA-05041; TEEX subawards to the ALERRT Center at Texas State University. Separately, DHS/FEMA funds its own Center for Domestic Preparedness, which schedules deliveries on its campus in Anniston, Alabama. NCIER develops the course and teaches every delivery, on both paths.

Certificates of completion are issued by the organization that scheduled the delivery — TEEX NERRTC, ALERRT, or FEMA's Center for Domestic Preparedness. A certificate records attendance at that organization's event. The course itself, its content, and the ASIM Checklist™ remain the work of C3 Pathways, Inc., delivered by NCIER.

DHS/FEMA does not list or schedule deliveries itself. It funds them, along both paths described above.
