NCIER®
FEMA's Center for Domestic Preparedness

Active Shooter Incident Management Advanced (PER-353), also known as ASIM Advanced, was developed by C3 Pathways, Inc. and is delivered by the National Center for Integrated Emergency Response (NCIER®), the Services Division of C3 Pathways. FEMA's Center for Domestic Preparedness schedules this course and hosts the deliveries at its training campus in Anniston, Alabama. Certified NCIER instructors teach every delivery.

The Center for Domestic Preparedness (CDP) in Anniston, Alabama is FEMA's resident training campus, operating under FEMA's National Training and Education Division. The CDP has trained emergency responders from every U.S. state and territory since 1998, bringing them to a single campus rather than travelling to them.

DHS/FEMA funds its Center for Domestic Preparedness, which schedules this course and hosts the deliveries on its Anniston, Alabama campus. NCIER develops the course and teaches every delivery. See how ASIM Advanced deliveries are funded.

The CDP issues the certificate of completion for deliveries it schedules. A certificate records attendance at that organization's event. The course itself, its content, and the ASIM Checklist™ remain the work of C3 Pathways, Inc., delivered by NCIER.

Why this matters for your agency

The CDP is the one channel with a fixed address: deliveries are scheduled by the CDP and run on its Anniston campus rather than at your own facility. NCIER delivers the course itself, with the original ASIM methodology, the ASIM Checklist, and the readiness benchmarks.
