Encouraging LE resources to understand that the incident command process is not just for personnel with rank, and that it must be implemented and followed.

The terminology used for various ICS positions is inconsistent with conventional NIMS wisdom, goes too far into the weeds for the overall intent of the class, and conflicts with the tenants taught in the ALERRT AAIR course.
