IED lecture because it seemed 100% directed towards law enforcement, not so much for Fire/EMS.

GREAT PROGRAM. Well instructed. Probably the best FEMA course (5) I participated in.

I think the biggest issue was the poor quality of the radios. It did hamper communications significantly at times.

There was one civilian in the class, and that meant that the law enforcement and firefighters were left out of certain parts of the scenarios; the civilian struggled in the practical exercises and that required pulling someone else away from another critical job; so civilians should not be part of this class in my opinion.
