I recognize the virtual nature of exercises, but it still seems like the first arriving units should have to diagnose the need for incident command and subsequently assign staging areas. As a relatively new paramedic this is my great anxiety concerning mass casualty incidents-- who makes the initial decisions and how is this communicated to arriving units of varying disciplines?.

Breaking down how to conduct, organize and operate an active shooter event.

The simulation/avatars were difficult to operate.

It would be helpful to make sure that everyone got to experience managing these incidents at the command level. Many participants were repeated and some didn't get to participate past TTT and staging.
