Remove the pre course work. Make this incident with people at different locations and run the exercise with radios. Provide each team with their findings as they move locations.

The scenario board I felt was the most beneficial as it gave a strong visual representation of an actual incident and how busy it can become quickly.

Taking the incident commanders away from the scenario board to put on vests. This cause us to miss out on a large portion of the discussion.

Instead of using a pre-printed scenario board. Try using a projector to use a local site for the scenario.
