Thomas "Tom" Billington is semiretired working as both a consultant in Central Florida and Adjunct Professor at Grand Canyon University in Phoenix, Arizona. He is an established Emergency Services Executive with over 38 years of experience in fire, rescue, emergency medical services, emergency management, and Homeland Security. He has served in the positions of Dispatcher, volunteer Fire Chief, Firefighter-Paramedic, Lieutenant, Captain, Battalion Chief, Deputy Chief, County Emergency Management Director, Fire Marshal and Fire Rescue Chief. His proven leadership skills in all aspects of career and volunteer fire rescue services, emergency management and homeland security. He has served as one of seven state regional coordinators for the State of Florida Emergency Response Commission. He holds a "secret" security clearance with the Department of Homeland Security.

Led and coordinated a county-wide career / volunteer fire and rescue organization. Requisite leadership required an acute understanding of fostering relationships and team based principles of leadership under eleven independent fire rescue companies integrated with eighty-five (85) career personnel. Coalesced fractured relationships between volunteer and career personnel by integrating the two factions into co-operative decision making entities. Within four years progressed from one 24 hour career paramedic staffing team to seven with full support by the volunteer leadership. Implemented a fire prevention and life safety program funded solely by user fees.
