Ron Otterbacher is both a Certified Protection Professional (CPP) and a Certified Healthcare Protection Administrator (CHPA). He also serves as the Law Enforcement Subject Matter Expert for Public Safety Master Plan for Jakarta, Indonesia as well as Kharkiv, Ukraine.
He retired from the Orange County Sheriff's Office where he served for 28 years. Ron rose through the ranks to the position of Division Chief where he commanded the Uniform Patrol Division, Special Investigations Division, and Operational Services Division. He also served as one of the agency's High Risk Incident Commanders as well as an Operations Section Chief for the Region 5 RDSTF Incident Management Team. He is a Senior Consultant for NCIER, a public safety consulting, training, and exercise firm.
He has a Master's Degree in Criminal Justice and is a graduate of the Senior Management Institute for Police, the Southern Police Institute Command Officer's Development Course and the DEA Drug Unit Commander's Academy. Ron spent 15 years as a Tactical Operator and SWAT Medic. Prior to his career at the Orange County Sheriff's Office, he was a Paramedic for the Pine Castle Fire Department and the Orange County Fire Department.

Ron is responsible for training and investigations for the enterprise, developing and delivering all security-related training to security staff and 50,000 team members, overseeing all major security investigations, and writing the security policies, processes, and guidelines. He also directs Enterprise Healthcare Security Vulnerability Assessments across all hospitals and Free-Standing Emergency Departments, serves as an Intelligence Liaison Officer with the Central Florida Intelligence Exchange, and acts as the enterprise's Security Subject Matter Expert.

Ron was a member of the Orange County Sheriff's Office for 28 years. During his tenure, he rose through the ranks to the position of Division Chief, a member of the Sheriff's Command Staff responsible for the development of policy, establishing and managing budgets, as well as overseeing day-to-day Sheriff's Office operations. Ron served as the Department's High-Risk Incident Commander for incidents of significance such as hostage, barricaded suspects, dignitary protection (Presidential visits), natural disasters, and other large scale incidents. Ron also served as a SWAT Sniper and Team Leader as well as serving as a K-9 Handler in the Tactical Unit.
