Tabletop exercises, a simple but effective way to practice incident management and resource allocation.

The initial phases of the practical scenarios where only one or two law enforcement officers were deployed. Staging and command structures are not their strong suit, they would have been better served also dispatching FD to stage initially so the FD can demonstrate the roles.

This material is too general and basic.
