Exercises created extremely realistic command and control scenarios.

Training changing channels for responders in contact is dangerous. You will lose comms with those in the most danger. Non-committed units should do the shift.

Make players call out the hot/kill zones, make them declare the command post/staging as physical locations.

Need a comprehensive course in preventing attacks by effectively addressing identified threatening individuals.
