Game engine doesn't necessarily accommodate for the specific ways an event like this would be dispatched in NYC.

Would enhance dispatcher's understanding of the magnitude of the events if we were also able to participate in the PD and FD/EMS simulated experiences.

I would suggest converting to a simplified triage system for the RTF, Start triage is to complicated under the strees the RTF faces.
