Jill McElwee retired as District Chief from Jacksonville Fire & Rescue Department after 30 years in the field. She launched her fire service career in 1989 at the Jacksonville International Airport as an EMT/aircraft rescue firefighter. Jill earned her paramedic certification and eventually a nursing degree while obtaining a Master's level status in aircraft rescue firefighting. Then in 2001, with Jacksonville Fire & Rescue Department, Jill quickly earned her way through the ranks from firefighter/paramedic to District and Division Chief of Training.

Jill is a strong advocate for continuing education and uses her background in fire and rescue, and nursing at a Level 1 Trauma center, to ensure adequate, innovative, and realistic training is delivered. Jill also holds a bachelor's degree in Public Administration and a Master's degree in security studies, specializing in homeland security.
