Delivery is funded by DHS FEMA so emergency responders attend at no cost. The funding is administered through the National Domestic Preparedness Consortium (NDPC), and C3 Pathways, the course developer and owner, delivers the course. The hosting agency is not charged for the training. In exchange, the host provides a qualifying facility, fills the class with eligible attendees, and handles delivery logistics.
PER-353 ASIM Advanced is the course offered for DHS-funded hosting. It is a 3-day, 24-hour course built on the NTOA-endorsed ASIM Checklist methodology. A single delivery runs 10 full-scale scenarios using real-world interaction and the NIMSPro 3D simulation system, and accommodates 60 multi-discipline responders.
ASIM Advanced is designed for the full multi-discipline team that responds to an active shooter incident. A standard 60-seat delivery is filled with 30 law enforcement, 20 fire/EMS, 5 dispatchers, 2 public information officers, 2 emergency managers, and 1 optional helicopter pilot, drawn from response agencies across the region. The hosting agency is responsible for filling the class with appropriate attendees.
The host provides a single open space of at least 5,000 square feet of heated and cooled area, with at least three 20-amp electrical circuits, since the 10 full-scale scenarios require this much room. Convention space, hotel ballrooms, and church fellowship halls are typical venues. The host also supplies rectangular tables for 80 and seating for 120. The host designates a responsive single point of contact to coordinate scheduling and logistics. That contact reports registration numbers 4 weeks and 2 weeks before the delivery, receives books and supplies shipped roughly 3 weeks ahead, and receives and securely stores the 30-foot ASIM Advanced equipment trailer, which typically arrives 1 to 2 weeks before the course.
Yes. State TPOC (Training Point of Contact) approval is required for every DHS-funded delivery. Your State TPOC works under the State Administrative Agency and oversees training deliveries and grant funding. You can locate your TPOC through the FEMA First Responder Training state contacts directory. The hosting request form asks whether you already have approval or will obtain it.
No. DHS funding has annual limits, and requests may be wait-listed. Completing a hosting request does not guarantee a scheduled delivery. NCIER reviews each request and contacts you to discuss scheduling, requirements, and class fill.
