Brian Beechner has spent 32 years in the fire service. He has spent most of his 21 years with Orange County in the Special Operations Section as a firefighter, Training Lieutenant and Battalion Chief. He spent two years as the aide to the Fire Chief, where he wrote department policy, conducted industry research, and drafted presentations. Brian has a passion for teaching and trained all ranks of firefighters from new recruits to Battalion Chiefs. Brian was selected for the fellowship program with the Joint Counterterrorism Assessment Team at the National Counterterrorism Center. During his fellowship, he worked alongside NCTC, DHS and FBI analysts to produce relevant federally coordinated threat information on significant international terrorism or terrorism-related events that had potential to impact the United States. Brian has a Master's in Public Administration with a concentration in Disaster Management. He has presented on the topics of Counterterrorism and responses to technical rescue incidents throughout the country and is a member of the NFPA 2500 committee Standard for Operations and Training for Technical Search and Rescue Incidents and Life Safety Rope and Equipment for Emergency Services.

Battalion Chief
In his 21 years with Orange County, Brian served as firefighter, Training Lieutenant and now Battalion Chief. He served as Aide to the Fire Chief for two years, focusing on special projects, including acting as lead for the 2017 Metropolitan Fire Chiefs Conference. He has managed a team of over 200 Special Operations Technicians and developed curriculum in professional development.

Joint Counterterrorism Assessment Team Fellow
Brian worked with NCTC, Department of Homeland Security (DHS), and Federal Bureau of Investigation (FBI) intelligence analysts to produced relevant federally-coordinated threat information. Additionally, he coordinated terrorism-related information to state, local, trial, territorial and private sector (SLTTP) entities and provided recommendations to the Intelligence Community (IC). He maintained a constant situational awareness on relevant terrorism, homeland security and WMD issues and conducted outreach to partner to promote whole-of-government awareness and roles in counterterrorism.
