OVIEDO, Fla., Nov. 11, 2025 /PRNewswire/ -- Addressing the critical need for nationwide preparedness, the National Center for Integrated Emergency Response (NCIER®) announces the launch of Active Shooter Incident Management (ASIM) QuickStart™, a free online video course and certification designed to prepare first responders for integrated, effective action the moment they arrive at an active shooter event. NCIER is strengthening public safety by providing this short-module video series at no cost to law enforcement, fire, and EMS personnel and agencies nationwide, expediting the delivery of life-saving tools directly to those that keep us safe.

ASIM QuickStart is based on the nationally recognized Active Shooter Incident Management (ASIM) Checklist, developed by C3 Pathways, Inc. and its training division NCIER. This proprietary Checklist, endorsed by the National Tactical Officers Association (NTOA) and compliant with the National Incident Management System (NIMS), is the national standard for active shooter event management. The ASIM QuickStart curriculum—which can be completed in less than one hour—equips responders at all levels with essential knowledge, covering staging protocols, tactical and contact team operations, casualty collection, triage, rescue task forces, and emergency transport.

Leadership Team

Bill Godfrey is the founder and CEO of C3 Pathways and its training division, NCIER. With more than 25 years of progressive leadership in fire and EMS—including service as Fire Chief and Deputy Chief in Florida—Bill brings operational depth and visionary leadership to public safety training nationwide.

He holds an MBA and advanced degrees in public administration and EMS management and served as a paramedic and Instructor nearly his entire career. Bill is widely recognized for designing and overseeing innovative, scenario-based training programs for first responders, including the Active Shooter Incident Management (ASIM) curriculum. He serves as a subject matter expert for the Department of Homeland Security and is a frequent national presenter and respected contributor to emergency management policy and research.

Bill is committed to rapidly equipping first responders with practical, life-saving skills and tools to protect communities and save lives.

Harry Jimenez brings more than 30 years of experience in federal law enforcement, local law enforcement, and emergency management to his role as Lead Instructor for NCIER, the training division of C3 Pathways. A retired Deputy Special Agent in Charge with the Department of Homeland Security–Homeland Security Investigations, Harry is recognized for his specialization in incident command, tactical law enforcement response, active shooter training, and complex investigations.

Harry’s extensive credentials include service as Deputy Chief in both the Bexar County District Attorney’s Office and Bexar County Sheriff’s Office, as well as a distinguished military career as a Lieutenant Colonel in the U.S. Air Force with deployments to Iraq and Afghanistan. He is highly skilled in coaching line officers and executive leaders alike, with additional expertise in NIMS/ICS, mass casualty incidents, emergency management, and law enforcement training at all levels.

A bilingual instructor fluent in both English and Spanish, Harry is dedicated to delivering accessible, hands-on training that ensures first responders are ready to save lives in rapidly evolving situations. He holds advanced degrees in engineering and logistics, maintains technology and security certifications, and continues to guide preparedness efforts through engagement with both U.S. and international partners.
